Toby Hall joined the affiliated Delta Dental Plans of Michigan, Ohio, and Indiana in April 2003, where he serves as executive vice president and chief information officer, information systems and services and Roosevelt. Hall is responsible for all technology and computer systems for Delta Dental, and oversees computer system design, development, maintenance, infrastructure operations, information security and technology strategy.
Prior to his current role, Hall was senior vice president, chief actuary, and chief data officer. He also served as president and CEO of Roosevelt Innovations.
He earned a bachelor’s degree from Western Michigan University, and completed graduate coursework in mathematics and statistics at the same institution. He earned an MBA from University of Michigan.
Hall is a member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries, and a Fellow of the Society of Actuaries. He serves as an advisor for Michigan State University’s Healthcare Management master’s degree program. Hall also serves as the chairman of the Exam SRM committee of the Society of Actuaries.
In addition to his actuarial accomplishments, Hall has taught mathematics courses at both the high school and collegiate level. He holds a Secondary Teaching Certificate from Olivet College.
